Trappe council awards ARPA-funded water-meter, fencing and sewer-inspection contracts

Trappe’s Town Council on Oct. 2 approved several contracts using American Rescue Plan Act funds to upgrade water infrastructure and improve security around town wells.
Administrator Erin Braband told the council that only one bid was received for a townwide water-meter and radio-read upgrade — LB Water for $171,064.35 — and recommended awarding the project. Commissioner Michael Sullivan moved to award the contract to LB Water for $171,064.35; Commissioner Rose Potter seconded the motion, which passed unanimously.
The council also approved a $22,490 contract with Chesapeake Fence to install security fencing that will enclose Well 4, Well 6 and the water tower together and Well 5 separately. Commissioner Jeremy Newnam moved to award the fencing contract; Commissioner Walter Chase seconded and the council approved the award unanimously.
For sewer cleaning, camera work and inspection, Braband said the town received a single bid from Livingston Septic at $4,560 per day, with an estimated 7–10 business days and a maximum cost of $45,600. The council discussed contract terms and asked Town Attorney Lyndsey Ryan to revise certain provisions. Commissioner Michael Sullivan moved to award the project to Livingston Septic contingent on the town attorney’s approval of the revised contract; Commissioner Newnam seconded and the motion passed unanimously.
The council also approved a $1,945.31 purchase of a desk, filing cabinets and a chair for the water/wastewater office using ARPA funds after Braband said Amazon provided the lowest comparable pricing. Commissioner Rose Potter moved to purchase the furniture; Commissioner Sullivan seconded and the motion passed unanimously.
Two other procurement matters were addressed without final awards. Braband presented two quotes to remove existing mulch at Lakeview Park and prepare the base for rubber playground surfacing; the council asked Commissioner Newnam to seek an updated price that adds a second layer of base fabric and tabled the item until the November meeting. The council reviewed quotes for a new and a used street sweeper and requested additional information and more vendor quotes before deciding.
Why it matters: the meter upgrade and security fencing are intended to modernize water readings and protect critical infrastructure; the sewer inspection is a maintenance step that the council approved to be completed once contract terms are finalized by the town attorney.
Actions recorded: the council voted unanimously on the awards described above; the Livingston Septic award is conditioned on contract revisions and attorney approval. The council did not approve the Lakeview Park base work and requested further pricing, and it requested additional quotes for street sweepers.
