Trappe council approves ARPA-funded tech, security and water upgrades; water tower generator deemed emergency purchase

The Trappe Town Council voted unanimously Sept. 4 to spend remaining ARPA funds on computers, truck equipment, new water meters, HVAC work at the treatment plant and a $10,495.94 camera system; it also classified replacement of the inoperable water tower generator as an emergency purchase and scheduled a Sept. 11 special meeting to review proposals.
The Trappe Town Council voted unanimously on Sept. 4 to use remaining American Rescue Plan Act funds for a package of town equipment and infrastructure needs and to classify a new water tower generator as an emergency purchase.
President Schmidt and Administrator Erin Braband presented recommendations at a workshop earlier the same evening and the council approved purchasing new computers, monitors and two firewalls per a BDK proposal; outfitting town trucks with requested equipment (window tinting was deferred pending legal review); buying three new 2-inch water meters per L/B Water’s proposal; and accepting Comfort Plus’s proposal to replace the heating and air-conditioning unit at the wastewater treatment plant.
Commissioner Walter Chase moved to use ARPA funds to accept Safehouse’s proposal to install and upgrade the town’s camera system after council members discussed a local security incident involving alleged tampering with chlorine levels in the town’s water system. The Safehouse contract covers all locations and is priced at $10,495.94; Commissioner Jeremy Newnam seconded and the motion passed unanimously.
Commissioner Chase also moved to classify purchase of a new generator for the water tower as an emergency purchase, saying the current generator is inoperable without constant monitoring and requires staff to remain on site. The council unanimously approved that motion and requested additional generator proposals to be presented at a Special Council meeting at 2:00 p.m. on Sept. 11.
Councilors also approved an RFP to obtain quotes to replace and rebuild the bar/filter screen at the treatment plant, a project the council said could be completed immediately without affecting ENR upgrade grant funds.
The council asked Administrator Braband to obtain a quote from current snow-removal contractor PE Moore to continue services after the Dec. 31 contract expiration and to return the quote for review in October. President Schmidt also asked staff to collect pricing for a street sweeper and to research best base materials for a rubber playground mulch quote for Lakeview Park that is currently under $10,000.
No public questions or comments were raised at the meeting. The council adjourned at 7:05 p.m.
