Little League grant application fails on split vote; council cited incomplete paperwork and joint‑use agreement concerns

Cheryl Lewis presented the council with an almost-complete state grant application on Aug. 7 seeking funding to install a softball field at Home Run Baker Park. Lewis said contractor quotes were pending and estimated total project cost at $100,000–$150,000; the County owns the park and would need a revised joint-use agreement making the County responsible for maintenance.
The Planning Commission and the County Parks and Recreation Board reviewed the project and gave favorable recommendations, Lewis said. Commissioner Rose Potter expressed concern that the application was incomplete and that the joint-use agreement had not been finalized; Lewis replied the application can be submitted as a request for funds on a reimbursement basis and the town could decline the grant if the agreement is not reached.
Commissioner Michael Sullivan moved to submit the application and continue work on the joint-use agreement; President Schmidt seconded. The council then voted Sullivan — Y, Schmidt — Y, Potter — N, Chase — abstain; the motion failed.
