Affordable Housing Committee endorses outreach for April warrant items and updates fund and property statuses

At its Feb. 12 meeting the Falmouth Affordable Housing Committee voted to ask the Town Manager and Select Board to include the committee’s endorsement in the official explanations for two housing-related warrant articles that will appear at the April Town Meeting: a tax exemption for year-round rentals and a Seasonal Communities designation. Committee member Liz Klein moved that Dave Garrison draft the letter; Peter Clark seconded and the motion passed unanimously.
The committee decided against holding a separate public forum. Instead it will prepare a fact sheet for town meeting members, circulate materials by email before precinct meetings, send an op-ed to the Falmouth Enterprise (drafted by Liz Klein), and have members attend precinct meetings to answer questions. Jed Cornock noted that the state has released fact sheets on the Seasonal Communities designation that will be included with the warrant; the committee will review its materials at the March 12 AHC meeting.
Housing Coordinator Kim Fish updated the committee on staffing and funds: her new office is functional and an assistant position will be posted; FAHF non-CPC funds are just under $270,000 and CPC-designated funds are just shy of $2 million. The Falmouth Housing Trust requested $175,000 from FAHF for a home buy-down at 28 Cross Rd; the Select Board approved that award. Laura Moynihan said the house at 28 Cross Rd will be resold for $380,000 to a buyer at up to 140% AMI, with an open house scheduled for Feb. 15 from 12–2 p.m. Moynihan also confirmed the Falmouth Housing Trust was awarded town parcels on Brigantine Dr and Pheasant Lane and has submitted a bid for the other two town-owned properties.
On other business, Liz Klein reported a Select Board discussion about which body should have final authority over short-term rental regulations. Dave Garrison announced the committee will seek applicants to fill the vacancy left by Chinna Mapp’s resignation. The committee approved the amended Jan. 8 minutes earlier in the meeting and adjourned at 6:00 p.m.
