EDIC presents 30–45-unit rental plan for Falmouth Station; committee raises vouchers and parking concerns

Wayne Lingafelter of the EDIC presented plans on Feb. 12 for a proposed rental development at the Falmouth Bus Station site that would consist of four buildings totaling roughly 30 to 45 units, mostly studios and one-bedrooms with some two- and three-bedroom units. The EDIC characterized the proposal as an all-rental project and said it expects to pursue a friendly 40B Local Initiatives Program (LIP) application and to contract with an external developer to build and manage the property.
The committee pressed on affordability and tenant selection. Liz Klein suggested the EDIC explore including project-based vouchers to serve lower-income households. Dave Sutkowy asked whether the project would require tenants to be employed in Falmouth, noting the proposal’s “workforce housing” label; Lingafelter said the EDIC has not yet decided tenant-selection criteria.
Committee members and the presenter also discussed design and operations: the EDIC asked whether the project should reduce parking to roughly 0.6 spaces per unit to lower costs, and members emphasized that any design must preserve current bus traffic flow at the station. No formal decisions were made at the meeting; Lingafelter indicated the project is still in the development-phase planning and that specific deed restrictions, AMI targets and tenant-selection rules remain to be determined.
