Millburn committee introduces traffic, tree-preservation, restaurant and wireless-siting ordinances for Aug. 11 hearings

The Millburn Township Committee introduced a set of ordinances at the July 14 meeting and scheduled public hearings and final passage for August 11, 2026.
Traffic control: Sponsor introduced ordinance 2757-26 to amend the traffic code to authorize an "always stop" control at the intersection of Hobart Avenue and Station Plaza. The sponsor said a Brightview Engineering study found the intersection meets warrants for the control, and the ordinance was introduced for first reading and set for public hearing on Aug. 11.
Tree preservation: Deputy Mayor Cosgrove presented ordinance 2758-26 to create a new chapter on tree preservation, updating fees for tree removal, protecting trees on construction sites, and establishing registration for tree-removal companies to promote quality work. The sponsor said the revisions reflect recommendations from the Shade Tree Advisory Board and the township forester; the ordinance was introduced and set for hearing on Aug. 11.
Restaurant-related health code changes: Ordinance 2759-26 would amend retail food-establishment rules to establish standards addressing odors, smoke and exhaust from restaurants. Sponsors said the intent is to regulate impacts that previously were not addressed consistently by zoning or health code and set the ordinance for first reading and a public hearing on Aug. 11.
Wireless communications siting: The committee also introduced ordinance 2761-26 to modify development regulations and zoning to establish a regulatory framework for siting wireless communications facilities on private property (distinct from small cells in the municipal right-of-way). The planner described conditional-use pathways, a required service-need and co-location analysis, and design standards including a 300-foot setback from residential zones and sensitive uses; the measure was introduced for first reading with a hearing on Aug. 11.
Committee members said the ordinances are meant to address safety, tree preservation, restaurant impacts, and a regulatory gap for private-property wireless facilities. All four ordinances were introduced on first reading and will return for public hearing and final passage on Aug. 11 at the Millburn Education Center.
