Overlay, community character and rec planning get more review; airport transfer noted

On recreation, committee members asked for a standalone objective for Allen Fields and to revisit the 2006 recreation/trails plan; staff agreed to reference recent 2026 charrettes and to add objectives aligned with ADA and multi-use trail connections. One member said of the trails ambition: “We have components. We have the mountain. We got the pump track in, and that would help,” while noting missing connections kept some goals aspirational rather than immediately feasible.
Airport and mobility items were discussed briefly: staff said the airport items in the draft align with FAA requirements and a county–village transfer is targeted for completion by 2026; members flagged that fuel sales and hangar/rental revenue must be evaluated because limited ridership could make airport operating costs a village burden if projections are optimistic.
Staff will fold overlay-review language into a community character objective, add an Allen Fields objective tied to the 2006 plan update and include a short airport finance note for follow-up analysis.
