Housing authority approves tree‑removal and repair contracts, change orders and a tenants council MOU (one abstention)

The board voted to award the site improvement/tree removal contract for Stanley and Ray Streets to Chestnut Tree Landscape for $56,900 (including three bid alternates), contingent on final approval by EOHLC, and to award a Corky Road site improvement/tree removal contract to Paul Noonson Sun Incorporated for $19,500, also contingent on EOHLC approval. A motion to award those contracts was made and seconded and carried by voice vote.
The board approved Change Order No. 2 for elevator modernization at George H. Cattell Heights, which is a credit of $2,710.29 with no change in contract time. The board also accepted certificates of substantial completion for tree‑removal work at Maple Gardens (Bridal Regal Tree and Shrub Experts LLC), Elmer and Corbett Streets (Tree and Shrub Experts LLC) and Bullock and Oak Grove Avenue (Jill Dent Inc), subject to final EOHLC approval.
Members approved a certificate of substantial completion for an electrical infrastructure upgrade at the Edward F. Doolin Apartments (general contractor MV Electric Inc), and they approved Change Order No. 2, an increase of $9,132, for Federal Pacific panel replacement and fire‑alarm system replacement at multiple properties.
The board awarded a trash‑compactor replacement contract at the James A. O'Brien Senior Apartments to low bidder Plum Creek Environmental for an amount not to exceed $25,178.50.
In miscellaneous business the board approved an updated memorandum of understanding between the Fall River Housing Authority and the Fall River Joint Tenants Council, Inc.; one board member stated an abstention during the vote. "Mister Chairman. Yes. I wanna abstain from that vote," the member said.
What happens next: contract awards contingent upon EOHLC final approval will proceed through that body; staff will follow through on change‑order paperwork and completion certificates.
