Staff says Ferrari Pavilion entitlements vested; building permits moving through process

Planning staff updated the commission that the Ferrari Pavilion project at the corner of Ferrari and Lincoln Boulevard has completed the entitlement stage and that the entitlements are considered vested. Staff said some building-permit applications for specific pads have been submitted and are in review.
Staff explained there is not a fixed deadline for a developer to complete the building-permit process as long as they continue to work with the city and submit required information and fees. The city’s past practice, staff said, has been to grant extensions for building permits that have stalled because of financing or materials delays; once a building permit is issued it will carry an expiration by code.
Staff did not identify a construction schedule or funding sources during the brief informational update and offered to provide further details if requested by the commission.
