Moody's affirms Stoughton AA2 rating, staff says

At the start of the July 14 meeting, Nicole Marie reported that Moody's has affirmed the city of Stoughton’s AA2 rating for an upcoming note issuance.
Nicole Marie told the committee Moody's did not identify immediate downgrade risks but listed two conditions that could put the rating at risk: a debt service ratio above 0.5 or a fund balance below 35 percent. She said the rating could improve only if Stoughton attracted significant new industry or if 'Stone' became a larger player in the Dane County market.
Staff said they would include Moody's rating information in the next finance committee packet. The update was presented as context for the city’s near‑term borrowing and budget decisions.
