Committee pre-files routine easement, budget amendments and safety‑plan update; votes to rescind prior sale authorization

The Putnam County Physical Services Committee on June 15 pre-filed a series of routine resolutions that the committee recommended the full Legislature consider.
Deputy Commissioner of Public Works Joseph Bellucci described a utility easement that will allow NYSEG to replace power poles as part of the Stocum Avenue bridge replacement project; Chairman Gouldman moved to pre-file the resolution and the committee approved it.
The committee also approved two budgetary amendments: 26A047 to record expenditures for the Sybil Ludington restoration and 26A048 to finalize Department of Public Works costs for the Bridge 5 project. Deputy Commissioner Bellucci said consultant costs came in under budget; Legislator Birmingham raised a procedural question about the use of designated fund balance versus a capital-reserve designation and signaled an intent to introduce a recapture resolution.
Separately, the committee moved to rescind Resolutions #319 (2019) and #280 (2021), which had previously authorized the sale of county property at 34 Gleneida Avenue (Town of Carmel) for $600,000. Chairman Gouldman and Legislator Sayegh noted the property has proved difficult to market because of limited parking; the committee pre-filed the rescission so the matter can be reconsidered by the full Legislature.
Commissioner of Planning Barbara Barosa presented Putnam County’s annual Public Transportation Agency Safety Plan update, required under the U.S. Department of Transportation’s rule (49 CFR Part 673). Barosa said this year’s update includes the county’s new on‑demand transit service. The committee pre-filed the resolution for the safety-plan update.
All motions were seconded and recorded as "all in favor." The committee adjourned at 6:30 p.m.; these items will appear on the next full Legislature agenda for final votes.
