The Powell City Council on July 14 approved a resolution endorsing a Federal Highway Administration Recreational Trail Program grant application that staff said would fund an initial phase of a multi‑mile greenway linking parks and the municipal airport.
Chief Operations Officer Daryl Baskill described the project as an 8‑foot wide, hard‑surface trail to be built in phases. "It would begin on the backside of the airport and through phases would connect with the State Park Randolph," he said, adding that the project would eventually allow walking, jogging and bicycling from the Main Street flagpole around Beulah Lake and through the River Park. Baskill said the immediate grant request is "a quarter million dollars, which only gets us about 2,100 and something feet." He and others emphasized the grant is a phased start, and additional development depends on future grant awards and developer participation.
Marlon Thompson, president of the Friends Group for Forts Pilots and Randolph, voiced support and noted existing primitive trails at Fort Belo in Randolph, inviting the public to use and expand them. Residents asked whether the greenway could be extended to offer longer routes in the future; staff said expansion depends on funding.
The council voted to endorse the application and directed staff to proceed with the grant submission.
