Board backs beach work groups and EPOA‑funded outhouse lock replacements

The board discussed correspondence about beach permitting and community maintenance, and approved an EPOA‑funded lock replacement plan for public outhouses.

On beach permitting, the board reviewed an email from Doug Prescott and favored forming informal, non‑public "work groups" for each beach instead of formal committees — a structure intended to avoid bringing the groups under the public‑body rules referenced in the meeting as "91 a." Commissioners said the work groups would report back and that the permitting work is not a high priority this year.

During public appearances a volunteer described recent beach restoration work, including sanding and applying Thompson’s water seal on boards; volunteers logged roughly 12–14 hours on the initial repair and identified further sites for work.

On outhouse maintenance, the board heard from a contractor who offered to remove and pump debris and provide a cleanout service; commissioners said they have no current budget for substantial repairs and may pursue a warrant article if costs are large.

Commissioners approved a proposal for the EPOA to purchase a set of identical keyed locks (quoted at approximately $103) and asked DPW to swap the locks so the joists (contractors) could work independently without disrupting DPW operations. The motion to have the EPOA purchase the locks and have DPW switch them carried with an affirmative vote recorded as 2–0.

The board directed staff to continue coordinating with volunteers, the EPOA and contractor quotes, and to consider a warrant article if needed for larger repair funding.
