Paradise Township representatives asked Pocono commissioners to pay the outstanding balance for the recent paving of Sylvan Cascade Road, saying liquid fuels funds and past practice indicate Pocono owed a remaining share of roughly $116,435.31 after prior payments.
Peter Gans, representing Paradise, said liquid fuels money has been paid on this section since 2012 and urged Pocono to remit the remaining balance. Pocono staff and engineers reported they discovered a discrepancy between PennDOT’s liquid fuels map and the physical road alignment; the discrepancy was flagged in a May field inspection and Paradise subsequently paved the road in late summer.
Commissioners discussed the timeline, prior partial payment (about $39,000), and whether the additional amount had been budgeted. Board members said they would work with Paradise to get PennDOT’s mapping corrected and asked staff to itemize what liquid fuels collections have covered versus the paving cost. Because the matter has a litigious potential, commissioners suggested continuing the discussion and obtaining additional documentation before making a final payment; one commissioner proposed exploring settlement options in executive session if needed.
Peter Gans offered to provide a detailed map and supporting letters; Pocono staff said they would coordinate with PennDOT and report back with the reconciliation, budget implications and any recommended settlement terms.
