Council approves digester work, pauses EADS consent-order activity pending DEP meeting

Council discussed a USG quote for approximately $271,851 for digester maintenance and cleaning that would allow the plant to fill one larger digester while emptying and cleaning two smaller digesters, including labor to remove accumulated sludge from drying beds. The council noted grant funding exists to cover the expense. A council member said the contract would address an operational need to protect biological processes in the plant by enabling timely transfers between units.
The council then voted to extend a suspension of EADS work connected to a consent order until borough staff meet with DEP, citing the need to align next steps with state guidance. "We want to talk to DEP and make sure that we can move forward on that," one council member said during debate.
Separately, council members updated the timeline for a previously approved free-standing wastewater tank repair and said that work has already been scheduled and needs no additional approval.
The motion authorizing the digester work was approved by voice vote. Council directed staff to schedule the DEP meeting and report back before resuming EADS-related work.
