The Whittier City Council on Dec. 9 directed staff to return with an implementation schedule and proposed budgetary authority for landscaping changes along the Greenway Trail aimed at improving visibility and safety.
Director of Parks, Recreation and Community Services Virginia Santana presented the proposal and responded alongside City Manager Conal McNamara, City Attorney Keith Collins, and Chief of Police Aviv Bar to questions about plant palettes, scope, California Environmental Quality Act (CEQA) requirements, services for people experiencing homelessness, police presence, easements (including the Greenway Trail East Extension), and drone usage around Dittmar Avenue.
Council members emphasized crime prevention through environmental design and asked that staff clarify CEQA compliance and timeline implications. By consensus, Council Member Fernando Dutra moved and Council Member Cathy Warner seconded direction for staff to return with an implementation schedule and budgetary authority as appropriate. The motion carried 4-0-1 with Council Member Mary Ann Pacheco absent.
The staff report and subsequent Council direction do not authorize construction or expenditure; they instruct staff to return with a detailed plan and budget for future Council consideration.
