The Whittier City Council voted to call a standalone General Municipal Election for Tuesday, April 14, 2026, and approved a package of election-related resolutions and procurement steps at its Dec. 9 meeting.
City Clerk Rigoberto Garcia presented the election report. The Council adopted Resolution No. 2025-64 calling the election, Resolution No. 2025-65 requesting specified services from the Los Angeles County Board of Supervisors, and Resolution No. 2025-66 establishing regulations governing candidate statements submitted to voters. The Council also introduced Ordinance No. 3174, which establishes procedures for election style, voting locations, voter registration, early voting, same-day registration, auditing, and reporting.
As part of the actions, the Council authorized the City Manager to enter into an agreement substantially in the form provided with ProVote Solution for the printing and mailing of election materials in an approximate amount of $78,675, with authorization to increase the budget if voter registration or election requirements change. In addition, in conformance with Government Code Section 6254.19 and Election Code Section 13001, the Council authorized the Election Official to execute agreements for procurement of equipment and services needed for remote in-person voting, including security services and programming software.
Council Member Fernando Dutra moved the package of actions; Council Member Cathy Warner seconded. The question was called and the motion carried 4-0-1, with Council Member Mary Ann Pacheco absent.
The actions set the City’s procedural and procurement framework for the April 14, 2026 municipal election. Details of contracts and further administrative steps are to be executed by the Election Official and the City Manager consistent with the adopted resolutions and applicable state law.
