Whittier council to study public demands on immigration enforcement after council split on proposal

At the July 8 meeting the Whittier City Council voted 4-1 to bring back an item that will study the impacts of public commenters' requests related to immigration enforcement and analyze a proposed ordinance from Council Member Mary Ann Pacheco concerning Immigration and Customs Enforcement (ICE).
Council Member Fernando Dutra initiated the request for a future discussion after public comments on immigration-related issues. Council Member Pacheco described an ordinance she would like the council to consider that would require ICE to wear identification and restrict facial coverings while performing enforcement actions. Council Member Dutra moved to direct staff to study the impacts of the actions raised by public speakers and to analyze Council Member Pacheco’s ordinance; Mayor Pro Tem Octavio Martinez seconded the motion. The motion carried 4-1, with Council Member Pacheco recorded as the lone dissenting vote.
The motion does not adopt any ordinance or policy; it directs staff to prepare a study and analysis for future council consideration. The study will report back to council so members can consider whether and how to proceed with ordinance language or other actions.
