Council directs staff to finalize HUD Consolidated Plan, confirms Foxley Drive lighting assessment and approves parking district budgets (one recusal)

At the June 10 meeting the Whittier City Council directed staff to finalize the city's 2025-2029 HUD Consolidated Plan, the 2025-26 Annual Action Plan and the 2025 Analysis of Impediments to Fair Housing Choice and authorized the City Manager to submit the documents to the U.S. Department of Housing and Urban Development (HUD).

Director of Community Development Ben Pongetti presented the consolidated plan and answered council questions about expenditure deadlines, unexpended funds, public outreach and the beneficiaries of the programs. With no public comment on the item, Council Member Mary Ann Pacheco moved and Mayor Pro Tem Octavio Martinez seconded a motion to direct staff to finalize the documents and authorize the City Manager to execute the necessary forms; the motion carried 4-0.

The council also considered a public hearing for the Foxley Drive Lighting Assessment District No. 01-91. Director Cason presented the Engineer's Report and the council adopted Resolution No. 2025-29 confirming the assessment and approving the report for FY2025-26; the motion carried 4-0.

Mayor Joseph A. Vinatieri recused himself from subsequent Uptown-area items because he owns a business in the Uptown area and temporarily left the stage. After the recusal, the council approved the FY2025-26 budgets for Parking District No. 1 and Parking District No. 2 and adopted Resolutions No. 2025-30 and 2025-31 to confirm assessments; the motion carried 3-0-2, recorded with Mayor Vinatieri and Council Member Fernando Dutra absent for that vote.

The council reconvened with Mayor Vinatieri presiding following those actions and then adjourned at 9:46 p.m.
