Whittier City Council adopts FY2025-26 budgets, salary resolution and multiple consent items

The Whittier City Council voted unanimously on June 10 to adopt the Fiscal Year 2025-26 city budget and related appropriations, along with associated resolutions and several consent-calendar items.
Assistant City Manager Shannon DeLong presented the budget. The council adopted Resolution No. 2025-25 approving the FY2025-26 budget, Resolution No. 2025-26 adopting the Annual Appropriations Limit, and Resolution No. 2025-27 temporarily suspending and waiving certain historic-resources application fees. The motion carried 4-0.
The council also adopted the Whittier Housing Authority budget for FY2025-26 (Resolution No. WHA-2025-01) and the Whittier Utility Authority budget for FY2025-26 (Resolution No. WUA-2025-02). A 2025-26 salary resolution (Resolution No. 2025-28) adopting the salary schedule and rescinding the prior resolution was approved; the resolution also called for review of vacancy, recruitment and retention efforts under Assembly Bill 2561. All of those votes were 4-0.
On the consent calendar the council approved multiple administrative items, including renewing the Whittier Area Chamber of Commerce agreement for $81,000 (July 1, 2025 through June 30, 2026); accepting an $8,000 donation from the Assistance League of Whittier for library services (Resolution No. 2025-22 amending FY2024-25 budget); and awarding the 7037 Bright Ave Demolition Project to American Integrated Resources, Inc. for $326,935 with a $32,694 contingency and a supplemental budget amendment totaling $359,629. The council also authorized an amendment to the Project Partners Inc. professional services agreement not to exceed $130,000 and adopted a sewer and water enterprise funds reserve policy.
All votes on the items described above were recorded as carried 4-0 in the meeting minutes. City Clerk Rigoberto Garcia, Jr. confirmed that all submitted documents and public comments are part of the official record.
The council recessed briefly and then reconvened to continue the agenda; no additional action on the adopted items was required at the meeting.
