The Whittier City Council on Sept. 9 adopted Urgency Ordinance No. 3169 and conducted the first reading of Ordinance No. 3170, establishing distance requirements for targeted residential picketing in Chapter 9.24 of the Whittier Municipal Code.
City Manager Conal McNamara and City Attorney Keith Collins presented the staff report and fielded council questions about whether city employees who live in Whittier were at risk, enforcement mechanisms, similar ordinances in other cities, the intended scope and intent of the ordinance, and compliance with state law. Council Member Cathy Warner moved the motion to adopt the urgency ordinance and conduct the first reading; Council Member Fernando Dutra seconded. The question was called and the motion carried unanimously.
Mayor Pro Tem Octavio Martinez presided during portions of the discussion when Mayor Vinatieri temporarily left the chamber, and staff described the procedural timeline for implementing an urgency ordinance and next steps for codifying the full ordinance.
