The Whittier City Council conducted the first reading of Ordinance No. 3173 on Nov. 18 to adopt by reference the 2025 editions of the California Building Standards Code and related codes, including specified local amendments and a new chapter for roof coverings and roof-covering assemblies.
Director of Community Development Ben Pongetti presented the staff report and answered questions about Fire Zone maps, potential conflicts between the code updates and local density requirements, eave overhangs and setback implications, and availability of a summary of changes. Mayor Vinatieri opened and closed the public hearing with no public comment.
Council Member Fernando Dutra moved and Council Member Cathy Warner seconded a motion to determine the adoption by reference is exempt from environmental review under CEQA Guidelines Section 15061(b)(3), adopt Resolution No. 2025-61 concerning local modifications, and conduct first reading of Ordinance No. 3173. The motion carried unanimously.
The first reading advances the local adoption process; staff were authorized to publish a summary of the ordinance pursuant to Government Code Section 6066 and to file notice of changes with the California Building Standards Commission. The minutes do not record further amendments or objections.
