Upper Darby Council votes to formalize Environmental Advisory Committee

The Upper Darby Township Council on July 15 approved Ordinance 2026-09 to formalize the Environmental Advisory Committee (EAC), moving the group from a mayoral advisory body into an official township advisory committee.
Councilor Donofio Bozzone and other sponsors described the ordinance as long overdue and said formalizing the EAC will enable the committee to advise both the mayor and council on environmental issues, coordinate volunteer efforts such as tree plantings and pollinator gardens, and provide a more robust platform for public engagement.
During the public hearing, EAC members and community supporters including Peggy Kowalski and former EAC chair speakers urged the council to listen to committee recommendations on subjects ranging from the Mazino tract to plastic-bag reduction and community tree plantings. Commenters also urged the council to take EAC recommendations seriously and not treat the committee as mere ceremonial recognition.
Council moved to close the public hearing and approved the ordinance by unanimous roll call. Secretary Billups conducted the roll call as requested by the president.
Council members and staff said the committee will continue community engagement and that department heads will collaborate with the EAC on implementation once appointments and terms are finalized.
