The Vero Beach City Council on March 24, 2026, approved several routine and formal items, including three identical special-assessment liens, a mediated settlement, and a coalition letter to the governor and legislature concerning property-tax revenue replacement.
Resolutions establishing special-assessment liens: The council read and approved three separate resolutions establishing a $5,400 special-assessment lien for a Septic Tank Effluent Pump (STEP) system for each of the following properties: 4904 Sunset Drive; 925 26th Street; and 1435 27th Avenue. Each resolution was read by the City Clerk, put to public hearing (no speakers) and approved on a roll-call vote of 5-0.
Contraband Forfeiture Fund donations (Consent item 3-D): Councilmember Linda Moore questioned why the Police Department had distributed relatively modest donations ($2,000–$3,000 each) from an approximately $94,000 Contraband Forfeiture Fund and asked whether funds could be better used for community needs such as the Homeless Coalition. City Attorney John Turner read the relevant portion of the Florida Contraband Forfeiture Act and noted that state law limits the uses of forfeiture funds to law-enforcement-related programs and gives the local law enforcement agency discretion over designated proceeds. City Manager Monte Falls said he would meet with Police Chief Currey to review prior allocations. Mrs. Moore moved to approve the donations as presented and the motion passed unanimously.
City Manager coalition letter on property taxes: City Manager Monte Falls asked for conceptual approval to sign an Indian River County Local Government Coalition letter to Governor DeSantis and members of the Florida Legislature on property-tax concerns and revenue replacement. After brief public comment, the council approved the letter 5-0.
Mediated settlement accepted: City Attorney John Turner reported the city reached a mediated settlement with JC Rental & Investments Inc. in case no. 312025CA000628 that includes payment and compliance requirements for property corrections and licensing. Councilmember John Carroll moved to accept the settlement; Mrs. Moore seconded and the motion passed 5-0.
Other actions: The council approved consent-agenda items including the sale of Power Plant Unit 5 gas turbine, a Piece of Pie playground replacement ($103,974.24) and an interlocal agreement with the School Board of Indian River County. The council also agreed to schedule a joint workshop with the Airport Commission to discuss airport master-plan issues and succession planning.
