The City Council discussed proposed ordinance changes affecting residential parking, 'van conversions' and RV/boat storage during the Jan. 13 meeting and reached several clarifying decisions.
City staff and councilmembers identified three core issues: defining 'van conversions,' whether to exempt R1 zoning lots, and the allowable time an RV or boat may remain in a driveway. Members debated length thresholds and grandfathering provisions raised by public commenters.
After public comment the Council agreed on a 25‑foot length as a practical benchmark for allowable vehicles and approved an exception for R1 zoning lots by a 3‑2 vote (Mrs. Moore and Vice Mayor Dingle and Mayor Cotugno voting yes; Mr. Carroll and Mr. Vos opposing). Council later approved language clarifying a time limitation (a 48‑hour presence followed by a minimum of 72 consecutive hours off the property) by a unanimous vote.
Next steps
Staff will refine ordinance text to incorporate the 25‑foot benchmark, the R1 exception, and the clarified timing rule and return the ordinance for public hearing on Jan. 27 as previously noticed.
