Vero Beach moves ahead on ERP selection and outlines succession plans for senior staff

Vero Beach city staff told council on Feb. 3 they are progressing on a major systems modernization and laying out succession plans for several senior officials.
Finance Director Lisa Burnham said the city received 11 responses to its ERP request for proposals. A Selection Committee will rank applicants and shortlist on Feb. 13; interviews are scheduled for Feb. 20 and 23, with a vendor recommendation expected at the March 24 council meeting. Burnham said the city also plans to procure a contract project manager and hopes to present that selection to council at its April 14 meeting.
Council discussed payroll integration and vendor experience. Burnham said enterprise funds and the police department will be able to tie into the new system. Councilmember Aaron Vos urged choosing vendors and a project manager with experience working for Florida municipalities to avoid hidden costs; Burnham said the RFP requires Florida experience for the project manager role.
Separately, City Manager Monte Falls reviewed impending retirements among key positions: Airport Director (2026), Police Chief (Jan. 2028), Recreation Director (Aug. 2028) and the City Manager's planned retirement in April 2028. City Attorney John Turner said he is recruiting a Deputy City Attorney (target hire within six months), and council discussed using a headhunter if needed to ensure qualified candidates. Falls said he will compile timelines and return with a written summary for council consideration.
No formal procurement decisions or hires were made at the workshop; staff will return with vendor shortlists, project-manager proposals, and a timeline for succession actions.
