Hertford council expands C-6 uses by right but removes mining from permitted list

The Hertford Town Council on April 27 adopted a zoning-text amendment to the C-6 district’s use chart that adds a range of industrial and manufacturing uses as permitted by-right, with one explicit exclusion.
The Planning and Zoning Board of Adjustment recommended that C-6 allow by-right uses including lumber and wood products; paper, plastic and textile products; stone, clay, glass and concrete products; electrical equipment and supplies; furniture and fixture products; and textiles. Council reviewed the recommendation and agreed to remove mining, quarrying, sandpits and mineral extraction from the allowable uses.
Councilwoman Sara Winslow moved to adopt the text amendment with the omission of the mining-related uses; Mayor Pro Tem Connie Brothers seconded, and the motion passed 5-0. Council discussed that the change reduces the need for individual special-use permits for applicants in the listed industries, streamlining the permitting process while excluding mineral extraction from the permitted list.
The amendment will change how certain businesses are permitted in the C-6 zone moving forward; staff will update zoning tables and permit guidance to reflect the adopted text change.
