Councilman Keith Rouse moved and Councilman Evan Copeland seconded the motion to adopt the capital project ordinance; the motion passed unanimously. The action establishes accounting and tracking for the grant-funded rehabilitation, but project design, procurement, and construction steps were not finalized during the work session.
