Hertford council shifts $40,807 to pay for wastewater basin cleaning, approves new pumps

The Hertford Town Council voted unanimously April 27 to approve Budget Amendment FY26-23, transferring $40,807 within the wastewater treatment fund to cover cleaning and equipment needs at the town’s wastewater plant.
Town Manager Doris Walton told council the amendment covers $22,060 to hire Atlantic OBX to clean the aeration basin and earmarks $5,807 to buy two new pumps the plant requires. Walton said the basin cleaning could reveal additional sludge that would require haul-away beyond what the budget currently anticipates.
Councilman Evan Copeland moved to approve the amendment; Councilman Keith Rouse seconded the motion, which passed 5-0. The council directed staff to proceed with the cleaning and to return with any adjustments should sludge-haul costs increase.
The action reallocated $40,807 from Wastewater Treatment Capital Outlay (51-5870-561) to Wastewater Treatment Contractual (51-5870-512) for $35,000 and Wastewater Treatment Equipment (51-5870-523) for $5,807. The council did not take additional action on broader wastewater capital planning at the work session.
The council’s approval allows the town to complete the immediate maintenance and purchase the replacement pumps; staff will report any further cost impacts to council in a future packet or meeting.
