Kennett council approves 18‑month Anthem plan, raises city contribution for employee coverage

City Administrator Melissa Combs told the Kennett City Council on June 16 that the city’s current health-insurance broker, Crumdale Associates, reported a more than 30% increase in premiums. The city solicited competing quotes; Combs said the broker presented an Anthem quote with an estimated 7% premium increase.
Combs recommended an 18‑month contract with Anthem covering July 1, 2026–Dec. 31, 2027. The term was proposed to move future insurance plan years to a January–December cycle. To maintain employee contributions on the less expensive plan, Combs asked the council to raise the city’s monthly contribution from $600 to $655 per covered employee.
Council Member Randy Carter moved to approve the recommended increase and to authorize the mayor to sign a contract with Anthem; Council Member Mark Bryant seconded the motion and it passed. The council did not discuss detailed plan-level benefits or premiums for each tier on the record; the finance department and human-resources staff will finalize contract documents and payroll adjustments before the July 1 effective date.
