Wanamingo council approves maintenance plan, event permits and phone-system switch

At its June 8 meeting the Wanamingo City Council unanimously approved multiple resolutions, including the 3rd quarter maintenance work plan, 4th of July event declarations and donations, land leases for event venues, appointment of election judges, a subdivision contractor pay request, and a VOIP phone-system agreement.
The Wanamingo City Council approved a slate of routine resolutions during its June 8 meeting, passing each measure unanimously 4-0.
Resolutions adopted included 26-033 (adopting the 2026 third-quarter maintenance work plan), 26-034 (setting a date for a 2027 budget workshop), 26-035 (declaring the Wanamingo 4th of July celebration a community event), and 26-036 (accepting monetary and in-kind donations for the 2026 fireworks).
The council also approved separate land-lease agreements with WANA-PROP LLC, JSSW Properties LLC and Concast Inc. for the July 3 Fireman’s Dance and the 4th of July fireworks (26-037), and appointed election judges for the 2026 primary and general elections (26-038). All these measures passed 4-0.
Council approved Pay Request No. 3 for TK Contracting on the Emerald Valley 2 subdivision (26-039), with a total pay estimate of $63,858.69. WHKS engineer Brandon Theobald reported the project is about 91% complete; the base asphalt, grading and seeding are finished and the wear course and a stormwater piping stub remain. Theobald said Xcel Energy charges roughly $3,000 per lot for service installation but offers a full rebate for homes constructed within five years, and he recommended the city pay those upfront costs and assess them to parcel owners, with reimbursement when rebates arrive. The council raised no objections.
On 26-040 the council approved a three-year voice-over-IP phone-system agreement with RWC Tech Solutions after staff presented comparable quotes from Loffler. City Administrator Michael Boulton said the city’s copper lines through Frontier must be replaced by 2029 and that the VOIP option will reduce what staff said were escalating phone costs; the three-year quotes for installation were roughly $5,000 versus roughly $37,000 in continuing Frontier billing over three years.
Mayor Ryan Holmes noted staff are finalizing event flyers for the 4th of July and that pyrotechnician Jeff Benson marked his 50th year; Carl Majerus is preparing to obtain a pyrotechnician license. The council recessed for a tour of the fire hall and adjourned the meeting at 8:37 p.m.
