Byron Robertson, a local contractor, told the council he is still awaiting a resolution on manhole installations on a Conklin project that is holding up a nearly $2 million bond and delaying warranty periods; the city manager and city engineer said staff will provide a memo and work to resolve the technical and communication issues. A resident, Eureka Brown, raised concerns about the affordability of the city’s 'utility bill' structure and asked for adjustments to avoid residents cutting back on basic water use.
Staff and the city manager clarified that water-rate increases are restricted to water fund projects and cannot be used for other city expenses. Councilors asked staff to research motorcycle and e-bike enforcement and to return with possible code updates; staff said chapters 5 and 6 of the municipal code are slated for an overhaul.
Council thanked speakers and committed to follow-up memos and staff action on the contractor’s project and code reviews.
