Hanover council endorses application to federal Build Community Strong Fund for ballpark and pavilion projects

Council endorsed staff’s recommendation to submit an application to the federal Build Community Strong Fund (BCSF) for a package that would include the Kinsman Ballpark Pavilion, LED diamond lighting, parking-lot paving and a soccer pavilion. Director of corporate services Yelena Savick said the full package is estimated at about $1.245 million with an initial municipal share of roughly $623,000 before layering other provincial contributions or fundraising.

Savick and Director Laura Christen said the application focuses on shovel‑ready components (pavilion refurbishment, LED lighting) and noted economies of scale if two pavilions are bundled. "With that 50% funding, if we were to receive that, we would apply for the other 50% to be covered by provincial grant programs," Savick said. Council stressed caution: Deputy Mayor Warren Dickert noted the town’s existing borrowing needs and asked how commitments would be managed if grants are approved.

Council’s endorsement is not an allocation of municipal capital; it authorizes staff to submit the grant application with council support in principle. If the application is successful, staff said the grant outcome and budgetary implications would be considered during later budget deliberations before contracts are awarded.
