The Historic and Design Review Commission granted conceptual approval on Nov. 19 for a two‑story multifamily proposal at 1253 and 1255 East Crockett Street in the Dignowity Hill Historic District, while attaching several staff stipulations and requesting the applicant attend a design review committee meeting for additional review.
Staff laid out seven stipulations including: adherence to new‑construction guidelines for materials; substantial revision of the front street‑facing elevation to include traditional fenestration and porch massing; incorporation of porch details and column design consistent with East Crockett examples; window materials to meet adopted window policy; separated grouped windows; a detailed landscaping plan; and screening of mechanical equipment from the public right of way.
Applicant Ricardo McCullough said he agreed to staff stipulations and to attend a follow-up design review committee meeting. The commission received a voicemail from Lulu Francois, chair of the Dignowity Hill Neighborhood Association Historic Neighborhood Review Committee, urging the commission not to grant conceptual approval because key materials, porch design, parking and landscaping details were missing or inconsistent with historic guidelines.
Commissioners asked the applicant to revise roof form details (one commissioner said the proposed gable and shed combinations read as awkward and not historically typical) and to work with staff on window placement, especially on elevations visible from adjacent properties. A motion for conceptual approval with the added requirement of a DRC meeting carried by roll call.
