The Historic and Design Review Commission approved a certificate of appropriateness on Nov. 19 for a reconstructed garage at 462 Mary Louise Drive, with added stipulations requiring historic-style doors, appropriate west-side windows, and coordination with Office of Historic Preservation staff to address a missing sidewalk apron.
Pam Carpenter offered public comment on behalf of Bianca Maldonado and the Monticello Park Neighborhood Association, thanking the homeowners for stabilizing the long-vacant property and urging that the reconstructed garage include carriage-style doors, proper fenestration on the west elevation, and that the driveway apron and adjacent public sidewalk be replaced to remove a trip hazard. Neighbor Bianca Maldonado said a demolition was reported to OHP and supplied a 2007 permit number for earlier garage repairs; she said no demolition permit appears in the record for the garage.
Ramon Torres, the general contractor for the project, confirmed the team will replace the gravel driveway and rebuild the approach to the garage and said he has held permits for work on the site since the owner bought the property. Staff and commissioners noted that driveway widths beyond traditional dimensions may require separate technical review by the compliance and technical advisory board; staff said minor modifications to the apron could be approved administratively if they meet guideline thresholds.
A commissioner moved to approve the COA with staff stipulations and added conditions specifying historic-style garage doors and appropriate window sizes; the motion was seconded and carried by roll call. Staff will process the certificate of appropriateness and the applicant was directed to submit any separate drive/approach permit applications required by the city.
