City manager reports projects and water sampling; Auditor of State honors finance team

City Manager Steve Green gave a broad operations report that covered street and planning work, code amendments, public events and water quality results.
Green said Jim Campbell Boulevard is closed at Center Street for the current construction project and will remain closed until the project is complete. He summarized planning commission work on sign-code amendments and off-street parking language, noting staff will research code language and prepare findings for follow-up. Green said staff will also prepare draft language related to grass/weeds and vegetation after recent inquiries about code provisions and that milkweed was removed from the Ohio noxious-weed list in 2018 and is a host plant for monarch caterpillars.
On utilities, Green reported that triennial lead-and-copper sampling for 2026 was completed and that all samples were non-detect for lead. He also said a change order may be required on the West Side water tower project to add three-phase power for the disinfection byproduct removal system and that a construction-site audit with the Ohio EPA will be scheduled.
Separately, Scott Sands of the Auditor of State's office presented the Auditor of State award to Isaac and the city finance team, saying the award is given to a small percentage of audited public entities. Sands spoke on behalf of Auditor of State Keith Faber and noted the finance team's record that made them eligible for the recognition.
What happens next: staff will draft code language for planning commission review, schedule the Ohio EPA audit for the water tower work and follow up with council on any change-order implications.
