He said the committee’s role is to direct the consultants’ work, evaluate needs and facilities, and deliver a feasibility report; the deadline for a finalized report is March 1, 2027.
Council members clarified appointing authority (the council will appoint members by resolution), and S7 noted the study was funded from RAPS tax money approved before recent council members’ terms. The motion to approve Resolution 20 26-25 passed on a voice vote with one named dissent — S10 voted "Nay." The resolution does not commit the county to build facilities; it formalizes study oversight and requires public meetings under OPMA.
