Council approves redraft of multi-county United Local Health Department interlocal agreement

Jordan Mathis, director of the Bear River Health Department, told the council the edits primarily ‘‘anchor[ ] back to state code for both public health duties’’ and add two ex officio seats: one for the Cache County executive and one for an emergency manager appointed by Utah State’s president’s office. Mathis said the agreement also adds an ex officio seat to the Behavioral Health Advisory Council (BHAC) for subject-matter participation without voting authority and delegates responsibility for contracting directly with Medicaid under a capitated model (section 5.2.2) to the health department.
Mathis described the Medicaid change as a technical shift from a fee-for-service model; he cautioned the county experienced ‘‘sticker shock’’ from initial capitation bills but said the state will reimburse overpayments on the back end and that officials expect costs to level out. He told the council that adding ex officio members is intended to ‘‘have both the legislative and the executive branch represented’’ among counties and to bring necessary expertise to BHAC conversations while preventing nonvoting members from casting advisory votes.
Council members asked clarifying questions about the draft and the interplay with other counties’ comments. The chair noted the presentation-stage motion to approve earlier in the meeting was rescinded so the interlocal could be approved by resolution later on the agenda. Council member S4 moved to suspend the rules and approve Resolution 20 26-22; the motion was seconded and the chair announced the resolution passed by voice vote.
The resolution formalizes the redraft as the county’s action; officials said copies of the interlocal will be distributed. The council did not record roll-call vote tallies in the transcript; the passage was confirmed by the chair at the meeting.
