Town Engineer Patrick J. Hines told the Town Board that the Spark Car Wash (PB #23‑23) has submitted cost estimates to meet conditions of its Planning Board approval and recommended the board accept the security amounts.
Stonefield Engineering & Design provided a landscape cost estimate of $21,405.25 for the site; the board voted to approve that landscape security. Mr. Hines also presented a stormwater management and erosion‑control cost estimate of $80,489.00, which he said is consistent with previous securities for similar projects. The council voted to accept the $80,489.00 amount; the motion carried with Councilman Paul Ruggiero absent.
Hines noted the application received conditional final approval from the Planning Board on Aug. 26, 2025 and that establishment of security was a condition of that approval. The approvals recorded by the board require the applicant to post the securities before final development milestones are reached; the planning conditions remain on the record.
