Newburgh Board adopts 2026 budget, approves hires and $1.53 million audit

The board voted to approve the annual Town Budget for 2026 and the Town, Highway and Special Improvement Districts budget. Councilman Scott M. Manley moved to approve the Town budget; Councilman James Politi moved for the Town/Highway and special‑district budgets. Both motions passed with Councilman Paul Ruggiero absent and Councilmen Manley, LoBiondo and Politi and Supervisor Gilbert J. Piaquadio voting in favor.
In accounting matters, the board approved an audit in the total amount of $1,525,738.90 after a motion by Councilman Politi that Councilman Manley seconded. The board also approved the October 2025 status and budget status reports by the same recorded vote pattern.
Personnel items approved included the hiring of Robert Brown as a Part‑Time Building Inspector III, pending required paperwork, physical and background steps, with a proposed start on or after Nov. 24, 2025. The board also approved two part‑time police hires requested by Police Chief Donald B. Campbell: Kyle Piaquadio and Ryan Wooden, each proposed at $30.69 per hour. The hires were approved by recorded vote, with Supervisor Gilbert J. Piaquadio recorded as abstaining on both police‑hire motions and the other members voting yes; Councilman Paul Ruggiero was absent for these votes.
Other administrative approvals included a motion to approve the disposition of unclaimed bail funds totaling $0.97 and a motion to authorize payment of Newburgh Veterinary Hospital for animal control services in the amount of $2,687.94 ($453.14 canine services; $2,234.80 feline services).
The meeting also included department reports: Highway Superintendent Mark Hall outlined leaf and brush pickup starting Nov. 17 and other winter preparations; Parks and Recreation Commissioner James Pressutti reported program signups and a near‑complete new building and landscaping; and Police Chief Campbell presented year‑to‑date statistics, including 23,000 calls for service and 3,300 case reports.
The board adjourned at 8:13 p.m.
