Newburgh board approves audit, hires, purchases and Title VI plan

At the Oct. 27 Town Board workshop the board approved several administrative actions including audit acceptance, personnel steps, equipment procurement, and a nondiscrimination plan for a town transportation program.

Councilman Paul Ruggiero moved to approve the audit in the amount stated in board materials and the motion passed unanimously. The board approved the police chief’s request to hire Ashley Masopust as a part‑time dispatcher at $20 per hour, pending a physical exam and fingerprinting and an effective start date on or after Nov. 3, 2025. The board also authorized the Town Justice to begin the hiring process for a full‑time court clerk vacancy.

Gerald Canfield, Code Compliance Supervisor, presented three procurement quotes for a microfilm reader and recommended purchasing the UScan+ Advanced Roll, Fiche and Aperture Card Microform Scanner by Crowley Digital Preservation Solutions for $9,025; the board approved the purchase. Mark Hall, Highway Superintendent, presented budget transfers for vehicle contract repair, parts and operating supplies (totaling $90,000 across listed account lines) and the board approved the transfers and authorized publication of the fall leaf and brush pick‑up schedule (Nov. 17–21, 2025; Nov. 22 for calls).

James Presutti, Commissioner of Parks, presented the Newburgh Dial‑A‑Ride Title VI Plan assuring nondiscrimination in service delivery and requiring updates every three years; the board approved the Title VI plan for the next three years.

These approvals authorize routine operational actions and procurements and allow the town to proceed with planned staffing and service schedules; required background checks and hiring conditions remain outstanding where noted.
