Orange County School Board approves $777,038 supplemental appropriation, backs CTE financing and readies groundbreaking

The Orange County School Board on Wednesday approved a FY2027 supplemental appropriation of $777,038 to reflect higher-than-expected state funding and to provide employees with an additional 1% adjustment on the salary scale.
Doctor Hornick, presenting the proposed budget amendments, said the recently finalized state budget increased state revenue to the division and that, after adjusting federal grant allocations, the net revenue increase was approximately $776,038 (the board packet contained a recurring minor numeric inconsistency between $776,038 and $777,038). "The state budget called for a 4% increase," Hornick said. "We already had budgeted 3%, so the 1% scale movement gives our employees the full 4% effect."
Rickett moved the appropriation resolution and a board member seconded the motion; after brief discussion — including a question about why insurance expenses declined this year — the board adopted the measure by voice vote. The administration said the additional funds will be used to implement the pay adjustment and to reduce the division's beginning-of-year salary balance by just over $500,000.
At the same meeting the board unanimously adopted a resolution to pursue financing for the division's career and technical education (CTE) project. Hornick said the county, working with financial advisor Davenport, recommended pursuing a least-revenue bond through Orange County's Economic Development Authority to move quickly while remaining competitive in the bond market. "This allows us to move more quickly on the financing," Hornick said, and the resolution was adopted to allow the county and division to proceed toward closing and construction.
Administrators said contractor site layout work is already underway and that a groundbreaking ceremony is scheduled for Monday; a three-dimensional rendering and drone imagery will be used at the event to help the public visualize the new building. The board also heard an informational presentation on policy revisions tied to recent legislation and received announcements about upcoming staff and community events, including a wellness fair and a convocation on July 31.
The board set its next regular meeting for Aug. 3 at 5 p.m. and adjourned.
