Cascade County reviews Alcohol Tax program updates and FY27 funding requests from local recovery and youth groups

Several organizations summarized how they used FY26 Alcohol Tax dollars and outlined requests for next fiscal year. Kristy Stroup described Alliance For Youth’s FY26 activities and its request for FY27 support (Exhibit B). Megan Farmer presented on behalf of Dynamic Recovery and outlined services provided under FY26 funding and a continuing request for support (Exhibit C). Jennifer Whitfield summarized Many Rivers Whole Health’s FY26 work and its FY27 request (Exhibit D). Julie Messerly described Misfit’s programming and its request for continued funding.
Commissioners asked clarifying questions during presentations. Chairman Larson and other commissioners sought additional detail about program activities and how funds were used; staff and presenters referred commissioners to the exhibits for specific figures and program budgets, which were not read verbatim into the record.
The meeting also included additional funding requests. Theo Hanson presented an additional request from Illumination Recovery and introduced supporting speakers Alexis Ramos and Ruth Javalera (Exhibit E). Sherry Malaver Parada and Carlos Malaver Parada presented a request for Power of Healing; Commissioner Joe Briggs asked questions during that presentation. Bear Paw Recovery Center appeared as an add-on funding request (Exhibit G), and staff and Commissioner Briggs discussed next steps for that submission.
During the public comment portion of the meeting, administrative staff member Bonnie Fogerty spoke and members of the public addressed the commission; Kristy Stroup also posed a question during the public-comment period. The record shows discussion and questions but no formal motions or votes on funding allocations during the special meeting.
The session closed when Chairman Larson adjourned the meeting at 1:57 p.m. The exhibits referenced at the meeting (Exhibits A–G) contain the detailed budgets and funding figures; those specifics were not read aloud in the transcript and are noted in the county record for review.
