Stockton adopts salary changes, appoints stormwater advisor and approves procurement, shared-services measures

Stockton Borough Council on July 21 adopted changes to municipal compensation ranges, made two staffing appointments, raised its bid threshold under state law and approved several administrative resolutions and payments.
Ordinance 2025-04, adopted unanimously (6–0), amends the borough's municipal salary table to set or change pay ranges for several positions. The ordinance text lists the Municipal Operations Coordinator range at $2,000 to $17,000, the Tier A Stormwater Advisor range at $5,000 to $30,000, and the Special Projects Director pay from $20.00 per hour to $85.00 per hour. Councilmember Thomas Hunt moved adoption; Councilmember Peter Folz seconded and roll-call approval recorded six ayes and no nays.
Following the ordinance, the council passed Resolution 2025-62 appointing Justin Squashic as Tier A Stormwater Advisor at a rate of $10,000 for the term July 22 through Dec. 31, 2025, and appointing Justin Squashic and Harry Bolger as Special Projects Directors at $55 per hour. The motion passed on a unanimous roll call.
Council also adopted Resolution 2025-63 to take advantage of an increased bid threshold of $53,000 for contracting units that have appointed a Qualified Purchasing Agent (QPA). The resolution notes Stockton's appointment of Diane McDaniel as QPA and cites N.J.S.A. 40A:11-3 and related provisions; council approved the resolution unanimously.
Resolution 2025-65 amended the borough's 2025 salary resolution to list specific salaries and hourly rates for positions including deputy treasurer, meter reader, stormwater advisor (term noted July 22'Dec. 31, 2025), public works laborer and assistant water operator/municipal worker; the council approved the amendment 6'0to 0.
The council authorized Resolution 25-66, a one-year shared-services agreement with the Delaware Valley Regional High School District Board of Education to provide technology services on a time-and-materials basis (hourly rates listed for IT director, network specialist and technicians) with an initial not-to-exceed amount of $800. The council also approved Resolution 2025-64 authorizing payment of municipal obligations totaling $194,474.77 after the Chief Financial Officer certified sufficient funds.
All formal motions and resolutions recorded at the July 21 meeting passed by unanimous roll call votes where tallies were recorded. Several items were procedural and brief; the council said it would carry out permit requirements, file executed agreements with the state Division of Local Government Services, and implement the salary and appointment changes according to the dates and terms stated in the adopted documents.
The council set its next regular meeting for Aug. 19, 2025.
