John Hayden, chair of the committee, said firms responding to the RFP should propose a project timeline and demonstrate their ability to stay on schedule; Hayden added that inquiries have come from firms in multiple states and that no formal submittals had arrived by the meeting.
Committee members debated whether to pursue a design-build approach or a conventional design–bid–build procurement for later construction. Bill Meserve, a committee member who also volunteered to compile a draft scope of services, said local regulations require competitive bidding for the construction phase, meaning the committee could retain teams for conceptual work but could not bypass a public bid process when it comes to building contracts. Committee members therefore agreed to keep RFP language broad, emphasizing needs assessment, conceptual site planning and cost estimation rather than naming a single procurement method.
Members discussed the importance of assembling teams that include both architects and builders so proposals would deliver realistic conceptual designs and credible cost estimates. The committee also reviewed example RFPs from other municipalities, citing North Hampton and Nottingham as templates that include conceptual site plans, phased approaches and preliminary budgets.
Next steps: Bill Meserve will compile and circulate a draft scope of services using examples from other towns; the committee will reconvene after the RFP submission deadline (June 17) to review responses and draft materials. The meeting ended at 6:13 p.m.
