Bob Forbes of Zenith Consulting Engineers, who presented the plan, said the existing system "is a cesspool or pit, which is an automatic failure, and it's being replaced by a modern system." Forbes told the commission the replacement and leaching field are located in an existing lawn area and that silt‑sock erosion controls would be used during construction.
Commissioners asked about setbacks from the Crooked River and about necessary waivers; Forbes estimated the closest point to the river is roughly 85 feet and said several Board of Health waivers were required to place a modern system on the small lot. With no public comments, the board voted to close the hearing and to approve the project with the conservation agent's standard order of conditions. Christine, the conservation agent, told the applicant, "Don't do any work until you get the paperwork from Christine on it."
