The motion asked P&Z to consider removing the special condition that limits real-estate open-house signs to weekends from 5 p.m. Friday until 30 minutes after sunset Sunday. Councilor Shepherd moved the referral, and it was seconded by Council member Finley; the motion carried on voice vote.
Discussion focused narrowly on real-estate open-house signage. One council member said the proposal had been raised by real-estate agents and called the existing rule "probably antiquated," arguing sellers need every viable means to market property. Another council member objected to overly permissive signs but signaled support for expanding allowed days so long as size restrictions and prohibitions on flashing signs, banners and balloons remain enforced: "We can't have flashing signs or open house banners and hot air balloons," the member said.
Clarifying the scope, a staff speaker confirmed the current ordinance under consideration applies only to real-estate open-house signs and does not include garage-sale or other temporary signs. The council and staff noted Planning & Zoning may propose uniform styling or additional restrictions when it returns a recommendation.
Next steps: Planning & Zoning will hold a public hearing and return a recommendation to council; the council's vote tonight only authorized P&Z to begin that process.
