The Old Saybrook Board of Selectmen on July 14 approved a suite of items to forward to the Board of Finance, including a recommended $6,200,000 appropriation for reconstruction of the DPW garage with a recommended bond authorization up to $5,200,000, and a modification to the fire-department pension plan establishing a minimum-call requirement.
The chair described the DPW project as largely a reconstruction: most of the existing non-concrete-block structure will be removed, insulated block retained where appropriate, a new roof installed and space added for staff amenities such as showers, lockers and a conference room. The board was told $1.5 million of surplus had already been set aside for the project and that the estimate includes an 8% contingency.
JT Dunn, a fire department representative, explained a bylaw change that requires members to receive 150 points to earn a year of service and to make at least 30 incident responses in addition to points; members who fall short may apply to the chief for a waiver for significant circumstances. The board voted to approve the amendment.
In other business the board established a five-member landscape-architect selection committee for the Sabre Point redevelopment and a library building renovation committee; it also approved a $450 permit-fee refund recommendation for 29 Edmond Street (solar project) and moved a surplus-recommendation memo to the Board of Finance for review. Finance staff reported revenue-side surplus figures and preliminary totals and the board discussed allocations including a proposed $250,000 addition to the rainy-day fund and a proposed $750,000 to $1,000,000 for Sabre Point work.
