Council approves Surf Avenue culvert contract and several infrastructure items

The Stratford Town Council on July 13 approved multiple infrastructure contracts and a park change order.
The council accepted the low bid from CJ Fuji Inc. for the Surf Avenue culvert replacement project in the amount of $4,000,397.20 and authorized the mayor and designees to execute the contract. Town engineer John Casey briefed the council, saying the project replaces the culvert near Exit 30 and adds a small cutoff/flood wall to reduce routine coastal flooding that currently sills up onto the road: "It's not a floodwall that will protect against the major storms, but it will protect against those intermediate coastal events," he said.
Council also approved a construction-phase services contract modification for STV not to exceed $454,000 and a change order to 4 U LLC for Booth Park masonry restoration in the amount of $14,980 to rebuild portions of a stonewall; those motions passed on voice votes.
Councilors asked the town engineer to continue coordinating with the department of public works on scheduling and public notices for the Surf Avenue work and to confirm any required environmental or coastal permits.
