Council approves transfers and advertises multiple additional appropriations
Summary

Gibson County commissioners approved multiple budget transfers and authorized advertising of additional appropriations during the meeting.
Staff presented personal-services and out-of-series transfers that moved ARPA and other funds into opioid-related Pathways to Freedom grant lines and reclassified dollars into prosecutor deferral-fee accounts, supplemental public defender funds, jail overtime and sheriff part-time lines. The Sheriff clarified that Pathways to Freedom related to opioid-grant spending and that the reallocation aligns ARPA spending with opioid response activity.
Council members made and seconded a motion to approve the transfers; the motion passed by voice vote (recorded in the meeting as 6 to 0 for related transfer items). The council then reviewed additional appropriations that had been advertised, including Motor Vehicle Highway capital outlays, County Offender Transport, Sheriff’s Fleet Maintenance, dormant funds (HAVA, GAL/CASA, Safe Kids), and COVID-19 response funds; the board moved to advertise and approve those appropriations and voted to proceed (voice vote recorded as passing).
Next steps: staff will complete advertised processes and present final appropriation language and any supporting documentation at subsequent meetings for formal adoption.
